More viral fun with The Dark Knight Rises. What is Operation Early Bird?

After the release of a couple of documents kicking off the viral campaign for The Dark Knight Rises, a third has now been issued by the film's Twitter account @thefirerises.  This one isn't that much different than the others(which you can see here), but again it mentions the name of Dr. Pavel, and an Operation Early Bird, which is to take place at 10AM pacific time.(1pm eastern). If you go to the website, operationearlybird.com, it takes you to a countdown clock which will hit zero at...yep, 10AM pst. Could that be an early look at the trailer?  Unfortunately I'll be at a screening when the clock hits zero(*grumble*) but I'm guessing we'll see a clip of some sort and not the full trailer. In the source code of the website, there's some code that seems to indicate it'll be the theatrical trailer, I'm just not convinced that's what it will actually be.

Interestingly, if you punch up Operative FO439(mentioned in the document) in Google, one of the links that comes up is for Victor Hugo. An allusion to rumored Bat-villain Hugo Strange?
